what year did you first need a fishing license?
Or what year where the fishing regulations first regulated/enforced etc. Preferably information about when the Minnesota fishing laws/regulations where implemented.
Tough question, the oldest laws I could find dealt with tribal peace treaties over lake fishing rights in Minnesota. Many of the laws we have today come from around the turn of the 19th century when people finally realized that america’s fish and game really are not endless in supply. As for needing licenses they come from about the same period most states including Minnesota the age is16 when licenses are required. As for me I looked very young and got away with no license till I was 20 and then my girlfriend now wife has been getting them for me as a birthday present every year since, 33 years of permits now in my treasure chest.

I need to get one this year. I’m turning 16 in May and that’s when you need one. It’s crazy, I feel so old now that I need a license to fish. You also have to be 16 to get one in Minnesota. Good luck fishin’!

According to this article, http://en.wikipedia.org/wiki/Treaty_of_St._Peters the Treaty of La Pointe in 1837 required one to be licensed by the tribe to take fish. Its not clear if that was required that year or what.
In new Jersey the first licenses were issued in 1915 http://www.state.nj.us/dep/fgw/licenses.htm
to fund that department, I would imagine that all of the east coast evolved around that time as well.
