Do I need a fishing license if I live in Ohio and plan on releasing everything that I catch?
The regulations state that "A fishing license is required to take fish, frogs, or turtles from Ohio waters". I’m not taking any, am I still required to have a license?
yes. "take" includes pursue, capture, or ATTEMPTING to pursue or capture. if you are just fishing and not catching anything, you STILL need the license.

yes- you are still fishing and a license is required. Just pay the fee and save the fine and possible jail time.
